I Londoh, July 17 A remarkable letter was received by the City Liberal Club from Lord Bose bery declaring that he would never voluntarily re eater party politics. The cleavage of the * party was perma° nent, and not to be glossed over by phrases, The evolution of the Empire and the Imperial feeling had produced irrecoucilabld divergencies, and it wat impossible |o conduct the party on the principle of Issaebar. The Liberal* would only become a power when their mind was made up on Imperial questions, The whole Empire bad rallied over the war, and the Liberals took up an impossible attitude of neutrality. An open mind spelt impotence. The Daily Mews urges Liberals not to listen to Lord Rosebery's wrecking counsels.
