Kay Shuttleworth, said the Admiralty had modified its programme owing to the slackening expense by France. M r Balfour said the estimates provided for making the navy equal to any two powers. Governmemt has promised to create a portfolio for an Irish Minister of Agriculture, and also to introduce a Bill regulating the sale of carbolic acid.
