London, March 31 Mr Young, Conservative, was elected by a majority of 1036 over Mr Palmer, the Radical candidate, to fill the vacancy m Workingham Division of Berks, caused by the death of Sir George Russel. Proposed Cape Cable. It is announced that if Australia subsidise the proposed Cape cable to the extent of £20,000 Government telegrams will be charged 2s 6d and press Is 6d. Klondike. Ottawa, March 31. The Canadian Senate has rejected a contract for the proposed railway to Klondyke goldfields viaSfcickeen river.
