IMPERIAL POLITICS.
London, November 15 Lord Bosebery, speaking at Glasgow, reiterated his determination not to consent to the entire abolition of an Upper Chamber. The first Bill next session *ould be for Welsh Disestablishment. The Right Hon, A. J. Balfour, speaking at Sunderland, said the destruction of the House of Lords meant the entering by the democracy upon a perilous path. He believed the native Instinct of the British people would prevent so dangerous a course being taken. Lord Rosebery at Glasgow said the anxiety of the Lords in the last session to discuss social questions seemed like a death-bed repentance. The next elections -would scotch them or give them uew life. He declined to take part in any attempt to abolish an Upper House, but he desired to readjust the relations between the Lords and the popular Chamber.
