The Chinese Viceroys frustrated Captain Hannekin's attempts at military reform. London, Novembftr 14 European intervention m the Corean war has failed, England being unable to act without Russia, wha made no reply to China's appeal. * No reply has yet been made by Japan to President Cleveland's overtures. The report that England will occupy Chusan is not true.
