Shanghai, November 13. Ihe Japanese captured several torpedo boats at Talienwan besides eighty guns, including a number of K.rupps that were m the fort. The Chinese defences were drawn with great skill, and would have been impregnable if properly defended. The Chinese squadron from Nanegonang has joined the rest of the fleet m the gulf of Pechili. Japan has invited the American Government to explain the basis of mediation offered. It is reported at Chefoo that Port Arthur has been captured without resistance. London. November 12 The " Daily Chronicle " states that the Italian Government suggest that the Powers should allow Japan to occupy Pekin, and should then arrange an armistice. Washington, November 13 The Chinese m reply to the President's offer to arbitrate, do not name the amount of indemnity they are willing to pay. Shanghai, November 13 The Japanese captured plans of the torpedo defence of Talienwan, and cleared the harbor of torpedoes.
