BOROUGH COUNCIL.

The fortnightly meeting of the Ash-1 burton Borough Council was hold last evening. Present-The Mayor (in the chair), and Cbuncilkri Flower, Joncß, Paul, Thomas, Duncan, Andarson, Orr, and Scaly. (Councillor Jones apologised for the absenceof Councillor Cuthbjrtsor.) FINANCE. The Mayor reported the debit balance at the bank to be £856 13s 5d- The receipts from all sources eir.ee la&t meeting were:-Rates, 1892, £2 sjj 1893, £24 ,ob I" renta reserves £24 ; licenses, servants' registry, 10.3; inspector weighs and measures 10d ; refunds, Upper A.-h----i burton Eoad Board £5 2s 8*; County Council £35 18s 2d ; culveite, £210<; Go vernment subsidy ba^nce. £46 17s 61. ENGINEERS* AEPORT. Tho Engineers' report which was adopted, was read as follows: — Labor Gang. -The men have been engaged during tho last two weeks in ploughing and carting grass off streets, digging the borders, forming and levelling Baling Square west, forming West Street to its proper width, carting shingle for streets, repairing fences around the riverbed, paddocks and plantation, near Old Men's Home, carting soil, cleaning up round streets and channels, taking out and replacing culvert on south-east belt, levelling ground in riverbed for scavenger, drawing logs in the Domain, attending to the water supply and maintenance work. The contractor has almost completed th« work of formation on the eouth-eaat belt. FIRE BRIGADE. The Fire Brigade Committee's report was read as follows:—Your Committee beg to report that they have considered the question of increasing the number of sumps on the west side of the town, and beg to recommend that eight sumps be placed ia the following situations, viz.— One at the corner of Wills arid Park Streets; one at the corner of Cameron and Park Streets ; one at the corner of Havelock and Park Streets; one at the corner of Burnett and Park Streats ; one at the corner of Short Street and Park Street; one at the corner of Burnett and Winter Streets ; one at the corner of Winter and Cameron Streets ; and one at the corner of Peter Street and Grigg Street. Your Committee would also recommend that four additional sumps be placed on the east side of the town, viz.—One at the corner of Cass and Tancred Streets ; one at the corner of Cameron and William Streets; one at the corner of Cox and Cass Streets ; and one in Aitken Street near T.S, 868. The question of procuring a second hose reel for the steam fire engine has been held over pending certain enquiries as to the price, etc., which are being made. The report was adopted. HAMPSTEAD WATER SUPPLY. A letter was received from the Cptnty Council with reference to the Netherby water supply, asking the Borough Council to consider clause 2 of their letter dated July 30, 1892 as to the proportionate supply of water required by the County Council, and to reply before September 1, if it still insists on having the first claim on a small supply of water and declines to agree to the request of that Council. Cr Thomas said that if, as last year, there was scarcely any water coming through the channels it could never flow through to Hampstead ; if, on the other hand, there was » plentiful supply of water the Hampstead people would get their share. Cr Paul thought that as its effect on the Borough would bo so small they might accede to the County Council's request. He proceeded to move that tha oiiginal proposals of the Counfcy Council be agreed to. Settlement of the matter was deferred until next meeting, RUBBISH. .4.n application to burn ahwln.es, from Mr Vesfcy was referred to the engineers. ROLT, ft. E. Dowle's name was placed on the roll for T.S. 715, 716. E. F. Ccaighead's name was placed on the roll for T.S. 723, 724 in place of W. B. Craighca^. GOVERNMBST RESERVES. The Borough's Solicitor wrote advising the Council that they could not enforce the by-lawa referring to the removal of gorse as against the crown. RESERVES. Win, Fawcett's -ippHeation to rent T.S. 1015 at an annual rental of £1 was accepted. DRAINAGE. Permission to lay a drain at hia own expense to flow into the East Bolt outfall was granted to Mr A.. Orr, such drain to be laid under the supervision of tho engineers at an annual charge of £1 Is. POUND. The Inspector of Nuisances reported the pound fees for the past month to have been £4 st)4d. WATER SUPPLY. Cr Jones asked a question for Dr Tweed with reference to flow of water from Burnett street to Tancred street through Dr Tweed's property. An answer was deferred till the next meeting. the squar:s. Cr Flower asked if it wera permissible for the public to pity games in the squares. The matter was left over till the levelling was completed. THE AMERICAN SALESMAN. The Mayor took notice of the reference in Parliament to the case of the American salesman in the Ashburton R.M. Court. The Premier had promised to introduce an amendment which would deal with such cases. MUNICIPAL CORPORATIONS BILL. Cr Jones in refering to the Muncipal Corporations Bill, advocated the reduction of individual voting power, also that ratepayers should not be compelled to register all their votes in one ward, as they might have property in two ov three wards. ACCOUNTS. Accounts to the amount of £117 Is 2d were passod for payment. Ova Scaly and Flower referred to lamps which had not been alight on certain nights —An once nase for a week—and the clerk was instructed to write to the Gas Company requesting 4 reduction in their account for that time. Tho ordinary meeting then adjourned. SI'KCIAL MEETING. A special meeting was then held to pass the annual accounts, after which tlie Council resolved itself into a meeting of the "■'■-•
