Temporary Appointments The Naval Defence Act, 1913, .makes no provision for the appointment or promotion of officers on a temporary basis in the New Zealand naval forces, though there is power in the Act to appoint a person who has not passed the prescribed examination for promotion. Persons so appointed, however, cease to hold office if they fail to pass the examination within 18 months. Regulations gazetted last night now give' power to the Governor-General to grant temporary commissions and warrants in the New Zealand naval forces. Previously there has been authority to grant temporary commissions in the Royal Naval Reserve only.
