Instituted as a reward for deeds of great merit, the Victoria Gross was originated by Queen Victoria on January 29. 1856, when- she expressed the desire that “this decoration should be highly prized and sought after by the officers and men of her naval and military forces.” At that tim • the “London Gazette” announced the deeds which merit the award. “It is ordained that the cross shall only be awarded 'o those officers and men who-have served us in the presence of the enemy and shall have/ then performed some signal act of valour or devotion to their country.” During the Great War 15 New Zealand soldiers were recipients of the V.C.
