When an accused person has been committed for trial or sentence, the following forms are to be completed by the member of the Force in charge of the case and disposed of as hereinafter directed : Form Police (as amended.) /<Lcc^ Form Police6o (as amended.) ✓ —/ _ / Form Police—99. ' Sf ff/*+*fand in cases where the accused has been admitted to bail ponding trial or sentence : Form Police ß2 (as amended.) Only one copy of Form 59 is required, and this must be affixed on the front of the file. *

Form 60 is to be made out in duplicate. The original must be forwarded promptly to the Probation Officer and the duplicate is to be affixed to the file immediately under Form 59. The information contained in Form 60 must relate only to facts which can, if necessary, be proved, as under the Offenders’ Probation Act, 1920, Section 6, a prisoner has the right to see the Probation Officer’s report, and to tender evidence on any matter referred to therein.

When a prisoner committed for trial or sentence has previous convictions, such convictions must be shown on Form 99. If the prisoner has not been convicted previously, his name and description are to be shown on the space provided for that purpose and the form endorsed “ No previous convictions.” This form is to be made out in triplicate. One copy must be sent to the Probation Officer with Form 60, one copy to the Gaoler, and the third affixed to the file immediately under Form 60.

If a prisoner committed for trial or sentence has been admitted to bail, Form Police 82 must be filled in and forwarded to the Superintendent of the Prison to which the accused would have been committed had he not been admitted to bail. A copy of this form must also be attached to the file. Where there is any information that the police desire to place before the Court or which the Court is likely to require, such information must be conveyed in writing through the Crown Solicitor. Memorandum.] Motor Registration : Relicensing of Vehicles for Year ending 31st May, 1938.

The following copy of a memorandum received from the Registrar of Motor-vehicles is published for general information. It is desired that proceedings be taken against persons observed to be using motor-vehicles on and after Ist June next with the old number-plates (black numerals on golden yellow ground) attached, but in cases where a motorist, having purchased new registration-plates, has a valid reason for not having them affixed on the Ist June to the motor-vehicle to which they belong, discretion should be exercised as to whether a prosecution should necessarily

follow, as each case should be judged on its merits. When it is desired to ascertain from the Motor-registration Office the name and address of the owner of a motor-vehicle bearing the old number-plates, application should be made by memorandum from the Officer in Charge of the District to the Registrar of Motor-vehicles, Wellington. Although the relicensing for the year 1937-38 is being commenced on the Ist proximo, owners of motor-vehicles may not under the extant legislation legally affix the new plates to their vehicles before the Ist June next. The colour combination of the number-plates for the ensuing licensing year is white numerals and border-line on a black ground. The symbol is in tho form of a small keyhole. There will not be any departure from the lettering appearing on this year’s number-plates, but only one plate will be assigned to trailers for the year 1937-38, irrespective of whether either “ R ” or “ E ” numbers are assigned to them.

It would be appreciated if you would kindly consider the question of instructing your officers to take action against persons using unlicensed vehicles after the 31st proximo. As there is no insurance cover in terms of the Motor-vehicles Insurance (Third-party Risks) Act, 1928, in respect of unlicensed vehicles it is important that owners of motor-vehicles should not use them before paying the prescribed amounts of annual license fee and insurance premium.
