Memorandum.] Motor Registration. —Re-licensing of Vehicles for Year ending 31st May, 1935. The following copy of a memorandum received from the Registrar of Motor-vehicles is published for general information. It is desired that proceedings be taken against persons observed to be using motor-vehicles on and after Ist June next with the old number-plates (white on chocolate) attached. When it is desired to ascertain from the Motor Registration Office the name and address of the owner of a motor-vehicle bearing the old number-plates, application should be made by memorandum from the Officer in Charge of the District to the Registrar of Motor-vehicles, Wellington.

The re-licensing of motor-vehicles for the ensuing licensing year is being commenced at the various post-offices throughout the Dominion on the Ist proximo. The new plates may not, however, be affixed to motor-vehicles prior to the Ist June next, on and after which date it will be unlawful for the owner of any motor-vehicle to use it on a public highway with the white on chocolate plates attached thereto. The colour combination of the plates for the ensuing licensing year is white'numerals and border-line on a No. 5 Oxford-blue ground. In addition to the plates with initial letters issued during the current year, arrangements have been made for plates with the initial letter “ V ” to be manufactured, and these will be assigned to “ passenger-trucks ” and “ contract motorvehicles ” (as defined on the back of the insurance nomination form) and, in addition, to vehicles used only as “ passengerservice vehicles ” (as defined in the Transport Licensing Act, 1931) when being used for the carriage of school-children with or without escorts. Ordinary car-plates without initial letter numbered 1 to 300 (inclusive) are being reserved for issue to cars that are licensed as “ rental ” and “ private-hire ” —be., those vehicles to which plates with the initial letter “R” have been assigned for the current (1933-34) licensing year. The “R ” plates for the year 1934-35 will be assigned only to “ trailers.” It will be appreciated if you would kindly consider the question of instructing your officers to institute proceedings under section 3 of the vehicles Act, 1924, and section 3 of the Motor-vehicles Insurance (Third-party Risks) Act, 1928, against persons observed to be using motor-vehicles on and after the Ist June next with the 1933-34 (white on chocolate) plates attached thereto. The rules for the 1934 Competition for the King’s Police Medal Essay Competition are published hereunder for general information.

Any member of the New Zealand Police Force desirous of competing will report his intention through the usual channels to this office.

Police Gold Medal Essay Competition. Rules for the 1934 Competition.

1. The competition shall be held annually, and shall be open to serving members of regular Police Forces within the Empire or Mandated Territories. Any question as to the eligibility of any competitor shall be determined by the Council.

2. His Majesty’s gold medal and a cash prize of thirty guineas will be awarded for. the essay which is adjudged to be the best, provided it is considered of sufficient merit, and second and third prizes (of twenty guineas and ten guineas respectively) will be awarded under the same conditions for the essays adjudged to be next in order of merit.

3. (a) Essays must be the original work of the competitor. ( b) Essays must not be less than 7,000 or more than 11,000 words in length, and must be typewritten and submitted in triplicate. (c) Where a -reference is made to any published work the title must be quoted in a footnote.

4. Essays must be submitted anonymously. Each essay must, be accompanied by a sealed envelope bearing on the outside a nom de plume or motto, and containing the competitor’s name, rank, and address.

5. The Council may, at their discretion, appoint such persons as they think fit to act as Referees or Judges of the essays under such conditions as they may prescribe.

6. The award of the Council shall be made public in such manner as the Council shall think fit, and any essays submitted for the competition and adjudged of sufficient merit may be published by the Council in the Police Journal or otherwise.

Subject of the Essay for 1934.—“ The Prevention and Detection of Serious Crime.” Essays must be submitted on or before the Ist November, 1934, to—
