Tiik visit of the Tsar and Tsarit/a to Franco is the occasion of much jubilation and mutual admiration. Reviews by sea ami laud naturally form an important part of tho programme. Enormous bodies of men aro engaged to guard their Royal Highnessos from the bullets of the übiquitous AnarchiKfc. The Tsar, in his speeches as in duty bound, expressed his deepest admiration for the French Army and Navy, and enlarged on the valuable effect that tho friendly relations between France and Russia would have on the peace of Europe. Presidont Loubot returned the compliment in full as became the President of a nation so noted for ifcs politeness and valour as Franco.
