AFRICA.
The creation of a Swaziland police force has been gazetted. The Financial Statement of the Egyptian Government for the year 1907 shows that the surplus totalled two millions sterling. The Supreme Court has refused the rebel chief Dinizulu bail, but the Chief Justice thought the Crown must consider the complaint that iie was not allowed proper facilities to prepare his defence. In the House of Commons Mr. Winston Churchill (Under-Secretary for the Colonies) stated that the average mortality among the Chinese on the Rand was 16 per thousand, while the i”.ortality among the Nyassaland natives employed in the premier mine was 100 per thousand. The French papers state that 6000 troops are to reinforce General D’Amade, commanding the French troops in Morocco. The emissaries of Mulat Hafid are vigorously preaching a jehad (holy war), and seriously disturbing the Southern French frontier. An attempt proposed to be made for the recruiting of labour in Madagascar for the Rqnd mines is not likely to succeed. It is semi-officially announced in Paris that M. Auguaneur, the Governor of Madagascar, is absolutely opposed to the engagement of Malagasy natives for the purpose named.
Further heavy fighting is reported between the French forces and the rebels in Morocco. General D’Amade captured Soukeldin on Saturday last, after repulsing a fierce and prolonged attack by a numerous body of Indraka tribesmen, who lost heavily. Thirteen French soldiers were killed and 36 wounded.
