The Shah was so incensed at the laxity of the measures taken for his protection, that, on his return to the palace after the bomb explosion, he summoned the Governor of Teheran; 1 and severely thrashed him in the presence of the court officials. He also threatened to blow the chief of police to pieces from a canon’s mouth. A dispute has arisen between China and Japan, owing to the seizure last month of a Japanese steamer by the Chinese authorities at Macao, who alleged that the vessel was carrying arms for rebels. Japan insists upon the release of tne steamer, with an apology for its seizure, while China wishes the matter referred to a Mixed Court. End of a “ Little War.” The British compaign against the disorderly Zakka Khel tribe, on the Afghan frontier, has come to a satisfactory termination. Many headmen of the Tirab tribes petitioned Major-General Willcocks (commanding the British expedition) to spare the Zakka Khel tribesmen, promising to punish the raiders themselves. They deposited rifles worth 20,000 rupees as security. The headmen of the Zakka Khels, promising to co-operate, made full submission, and 1200 of the tribesmen marched into the British camp, carrying modern rifles. Major-General Willcocks accepted their submission, and gave the Zakka Khels food. The British have now evacuated the country. The Open Door in Manchuria, The action of Japan in vetoing the constitution of a Chinese .railway to Manchuria, is engaging the attention of the Powers. Japan is insisting upon her rights, and is supported in her attitude by Great Britain. It is alleged that the Japanese action does not affect the '“Open Door” policy. On the other hand, the Chinese newspapers are urging that if the Japanese contention in denying China’s right to extend her northward railway system to the west can be upheld it will result in the end of the “open door” and the extinction of Chinese sovereignty in Manchuria. The most disquieting rumour, so far, is that the Chinese Government'is inviting the co-operation of Germany and the United States in resisting the Japanesa veto. Bomb Throwing iu Persia. Anarchist methods have reached the ancient Kingdom of Persia. On February 28th, when the Shah was driving through the streets of Teheran, the capital, two bombs were thrown from the roof of a house in a narrow street. One of the bombs exploded in the air, and the other struck the ground, killing the outriders near the Shah’s unoccupied motor car. The tribal cavalry escorting the Shah fled, and the Shah, who occupied a carriage to the rear, returned to the palace. In all twelve persons were killed and a large number wounded. A search of the house i'.i the vicinity of the outrage, which was subsequently made, proved fruitless.
