Will you all kindly read, mark, learn, and remember my remarks to Cousin Ivy. The postal regulations are very clear and decisive. If a letter is addressed to me for publication only a halfpenny stamp is quite sufficient, provided the flap of the envelope is turned in. If the envelope is closed or contains any enclosure a twopenny stamp is required.—Cousin Kate.
