To His Excellency the Governor-General of the Dominion of New Zealand. May it Please Your Excellency,— We, the undersigned Commissioners, appointed by Warrant dated the 28th day of April, 1948, have the honour to present to your Excellency our report under the following terms of reference : (1) Generally, the working of the Patents, Designs, and Trade-marks Act, 1908, the Patents, Designs, and Trade-marks Act, 1921-22, and the several Acts amending those Acts, and the practice of the Patent Office and of the Courts in relation to matters arising therefrom, and whether any, and if so what, changes in those Acts or that practice are desirable. (2) In particular — {a) The initiation, conduct, and determination of legal proceedings arising under or out of the said Acts : (b) The provisions of the said Acts for the prevention of the abuse of , monopoly rights : (c) What amendments of those Acts or of procedure thereunder would in your opinion facilitate the expeditious settlement and the reduction of the cost of legal proceedings in cases arising under the said Acts and would encourage the use of inventions and the progress of industry and trade.
