CONSTITUTIONAL QUESTIONS The necessary action was taken in regard to the following matters : (a) Summoning and proroguing of Parliament. (b) Appointments to and a resignation from the Legislative Council. (c) Appointments and resignations of Ministers. (d) Appointments of members of Executive Council. (e) Appointments and resignation of Parliamentary Under-Secretaries. (/) Resignation of the Clerk of the Executive Council. (g) Issue of writs and other steps for by-elections in Avon, Mount Albert, and Westland Electoral Districts.
