17. The number of permanent staff employed as at 31st March, 1947, was 21, including 7 cadets. 19. The average number of men employed shows a fall for the first four months, but increased in August when extra staff was obtained for conversion of " Tawhai" to a trawler for UNRRA. From that date the average has been maintained with difficulty. 20.
