Certificates of Fitness issued to Boys and Girls under Sixteen Years of Age to work in Factories.

It is satisfactory to note the increase in the number of boys and girls entering factory employment, when it is remembered that many inducements are now offered in lighter or more " genteel " occupations. ll will be seen that out of a total of 184 disputes dealt with by the Commissioners and Conciliation Councils, 171 (equal to 93 per cent.) were settled or substantially settled by them without recourse to the Arbitration Court.
