I). 73/10. Headquarters, N.Z. Military Forces, 17th October, 1918. MEMORANDUM FOR THE HON. MINISTER OF DEFENCE, WELLINGTON. Conference of Officers of Defence Department, for Consideration of Criticisms, Suggestions, and Recommendations contained in the Report of the Defence Expenditure Commission. I have the honour to submit herewith notes on the criticisms, suggestions, and recommendations contained in the report of the Defence Expenditure Commission. These notes were considered in detail at a Conference comprising officers of all Departments at General Headquarters, of the four districts, and of the Expeditionary Force training-camps. The notes were fully discussed, and in their present form were almost unanimously agreed upon. The personnel of the Conference clearly understood that its function was not to criticize the report of .the Commission, but to offer explanation and information, and, where necessary, to indicate action taken or about to be taken in regard to the report.
