Majority of votes to decide. 9. Upon the taking of the poll as aforesaid, the majority of votes given shall decide the question of the acceptance or rejection of the Constitution, and if the Constitution is thereby rejected no further action shall be taken under the provisions of this Act. Addresses. Addresses to the Queen. 10. (1.) If two colonies, of which New South Wales be one, in addition to Queensland accept the Constitution, the Legislative Council and Legislative Assembly may adopt Addresses to the Queen, praying that the Constitution may be submitted for enactment by the Parliament of the United Kingdom of Great Britain and Ireland, subject to the adoption of similar Addresses by the Parliaments of two such colonies. Transmission of Addresses. (2.) When such Addresses have been adopted, they shall be transmitted to the Queen with a certified copy of the Constitution.. Regulations. 11. (1.) The Governor in Council may make regulations for the purpose of carrying into effect the provisions of this Act. Publication of Regulations. (2.) All such regulations shall be published in the Gazette, and thereupon shall have the force of law. All such regulations shall be laid before both Houses of Parliament not later than fourteen days after the publication thereof, if Parliament is then in session, or, if not, then not later than fourteen days after the next session of Parliament. (3.) Such regulations may impose a penalty of not exceeding fifty pounds for any breach thereof, and all such penalties may be recovered in a summary way before any two justices. Expenses. 12. There shall be paid to the returning officer and to every assistant returning officer acting under the provisions of this Act, in addition to all expenses necessarily incurred, such reasonable remuneration for services rendered as the Governor in Council approves, and all moneys so paid shall be deemed to be expenses incurred in the execution of this Act. All expenses incurred in the execution of this Act, and in the taking of the poll hereinbefore directed to be taken, shall be defrayed out of the Consolidated Eevenue, which is hereby appropriated for the purpose.

Wheeeas the people of [here name the Colonies which have adopted the Constitution}, humbly relying on the blessing of Almighty God, have agreed to unite in one indissoluble Federal Commonwealth under the Crown of the United Kingdom of Great Britain and Ireland, and under the Constitution hereby established: And whereas it is expedient to provide for the admission into the Commonwealth of other Australasian Colonies and possessions of the Queen: Be it therefore enacted by the Queen's Most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in the present Parliament assembled, and by the authority of the same as follows:— Short Title. 1. This Act may be cited as " The Commonwealth of Australia Constitution Act." Act to bind Crown, and extend to the Queen's Successors. 2. This Act shall bind the Crown, and its provisions referring to the Queen shall extend to Her Majesty's Heirs and Successors in the Sovereignty of the United Kingdom.
