Tobacco, unmanufactured, entered to be manufactured in the colony, at the time o£ removal from a bonded warehouse, or from any importing ship, to any licensed tobacco manufactory, for manufacturing purposes only into tobacco, cigars, cigarettes, or snuff, 2s. the lb. until the 31st day of December, 1896.
