APPOINTMENTS OF MR. KENNAWAY AND MR. PERCEVAL AS AGENT-GENERAL, STOCK AGENTS, ETC., IN LONDON.

Presented to both Houses of the General Assembly by Command of His Excellency.

Mr. Kennaway's appointment as Agent-General. To Walter Kennaway, Esq., a Companion of the Most Distinguished Order of St. Michael and St. George, Secretary to the Department of the Agent-General for New Zealand in London : Greeting: Whereas by an Act of the General Assembly of New Zealand, intituled " The Public Revenues Act, 1891," it is enacted that the Governor of New Zealand in Council may from time to time appoint a fit person to be the Agent-General for New Zealand in the United Kingdom, who shall have full power to transact all business within the United Kingdom on behalf of the Colony of New Zealand, subject to such instructions as he may from time to time receive from the Governor in that behalf; and, by the same Act, it is further enacted that upon the death, incapacity, removal, or resignation of the Agent-General, the Commissioners of the New Zealand Public Account appointed under the said Act, or any two of them, shall forthwith appoint some fit and proper person to the office of AgentGeneral, who shall hold the same and may exercise the full power thereof until the Agent-General appointed by the Governor enters upon the duties of his office ; and whereas by another Act of the said General Assembly, intituled "The Interpretation Act, 1888," it is enacted that words in any Act of the said General Assembly authorising the appointment of any public officer or functionary, or any deputy, shall include the power of appointing another in his stead, in the discretion of the authority in whom the power of appointment is vested, and of appointing another in the place of any deceased, absent, or otherwise incapacitated holder of such appointment; and, by the same last-mentioned Act, it is also further enacted that power given to do any act or thing, or to make any appointment, may be exercised from time to time, as occasion may require, unless the nature o the words used or the thing itself shall indicate a contrary intention : And whereas the office of Agent-General is at present held by Sir Francis Dillon Bell, but the term of office of the said Sir Francis Dillon Bell is about to expire, and it is necessary to appoint a fit and proper person in his stead, until the Agent-General appointed by the Governor of New Zealand shall enter upon the duties of his office; and whereas we, the undersigned Sir Francis Dillon Bill and Sir Penrose Goodchild Julyan, are two Commissioners of the said New Zealand Public Account, duly appointed under the said Public Revenues Act: Now, therefore, we, the said Sir Francis Dillon Bell and Sir Penrose Goodchild Julyan, in consideration of the premises and in pursuance and exercise of the power and authority conferred upon us by the hereinbefore-recited Acts, and of all other powers and provisions in this behalf us enabling, do hereby appoint you, the said Walter Kennaway, to be the Agent-General for New Zealand in the United Kingdom, to have, hold, exercise, and enjoy such office of Agent-General, subject to the provisions of the said Public Revenues Act, until the Agent-General appointed by the said Governor shall enter upon the duties of the said office ; and we hereby declare that this appointment shall take effect on the first day of October, one thousand eight hundred and ninety-one; and we hereby require you to enter upon and discharge the duties of the said office in person, except only in case of sickness or other incapacity, or leave of absence first duly granted. Given under our hands at Westminster, the thirtieth day of September, one thousand eight hundred and ninety-one.
