Article 38. Les chatiments corporels sont et demeurent interdits a l'egard dcs relegues. Article 39. Les Commissions de Classement, institutes par les Articles 7 et 8 dv present decrct, sont appelees a dormer leur avis avaut qu'il soit statue sur la situation dcs relegu6s et sur les mesures gui les concernent, specialement aux cas prevus par les Articles 31 a 36. Le Conseil de Sante de la colonie est consulte sur toutes les questions interessant le regime et l'hygiene dcs relegues. Article 40. Les relegues ont toujours le droit d'adresser leurs demandes et reclamations par plis fermes, soit aux autorites administratives ou judiciaires de la colonie ou ils sont internes, soit aux Ministres de la Marine et dcs Colonies et de la Justice. Ces demandes et reclamations doivent etre transmises indistinctement et sans retard a, destination par les soins dcs fonctionnaires et agents charges dcs services de la relegation. Article 41. Les Ministres de la Justice, de Tlnterieur, de la Marine et dcs Colonies sont charges, chacun en cc gui le concerne, de Fexecution de present decret, gui sera insere au " Bulletin dcs Lois," au " Bulletin Officiel de la Marine," et aux journaux officiels de la metropole et dcs colonies. No. 6. The Agent-General to the Premier. Sir,— 7, Westminster Chambers, London, S.W., 25th March, 1886. In my letter of the 28th January, No. 110, I transmitted to you the first set of executive regulations made under the Recidiviste Act on the 26th November, 1885. After their promulgation, the French tribunals began to apply the sentence of relegation to criminals coming within the categories provided for in the Act; but actual relegation had not yet begun. About three hundred men and ten women had been sentenced to transportation. At the beginning of this month the French Government took the first steps towards the classification and relegation of the criminals. With this view, a credit of 2,835,988f. (£113,435) was submitted to the Chamber of Deputies, for first expenses. Fifteen hundred recidivistes were to be relegated in 1886, and two thousand in 1887. The fifteen hundred to be relegated this year were to be sent in three shipments of five hundred men each, the first thousand being relegated to the Isle of Pines, and the other five hundred to Guiana. Supplementary credits will be required for the two thousand to be relegated in 1887. On the 18th instant I telegraphed to you that the French Ambassador had avowed the existence of these proceedings to Lord Rosebery. The next day I received your telegram stating that the threat to send recidivistes was evidently an attempt to force the colonies to yield on the question of French annexation, and directing me to be firm in opposing that attempt. Meanwhile, however, Lord Rosebery had pointed out to the French Ambassador that any relegation of recidivistes would immediately put an end to the negotiations recently initiated about the New Hebrides; whereupon Mr. Waddington said that the contemplated proceedings should for the present be suspended. I telegraphed this to you on the 19th instant, adding that I understood your message of that date as being consistent with the one sent by the Governor to Lord Granville on the previous day, to which I have referred in my letter of the 24th instant, No. 363. For the present, therefore, all action under the Recidiviste Act is postponed. I have, &c, The Hon. the Premier, Wellington. F. D. Bell.
