But although for these reasons we have thought it our duty to submit both questions together to your Excellency, the one which most requires immediate action is of course that of marking off the reserves upon the Plains. The survey of these reserves, and the cutting of the lines we recommend, must be begun at once if the advancing season is not to be lost; and wo see nothing, if our advice is taken, to prevent this work being begun without delay.
