would get the hest price for the lands that could be got for them. I think it quite possible, if this system were initiated, that it would have the effect, in the first place, of causing a considerable stoppage in the sale of land by Maoris : but I do not think that Avould do much harm. I think upon the .\'hole it would produce a good effect, and I believe that the system Avould become very popular amongst the Maori people. I may say that I have already laid this plan before Maoris, and they appear to take to it. Well, Sir, I do not knoAV Avhether the House is satisfied or not Avith the mode in which Native affairs have beeu conducted in the past. I have indicated pretty plainly that I do not approve it; and that has been my opinion as long as I can remember. Por many years past I have objected to the personal mode of conducting the Native Department. I have suggested a remedy in a very rough way. I have thought a great deal about it, and it will be for the House to consider the plan which I have laid before you this evening. If the House approves of the present mode of conducting Native matters, there is an end of that; but, if they think that mode is wrong, and that I have provided a remedy, they will adopt it. I hope, hoAvever, that, if honorable members do not think the remedy I have suggested a proper one, they will propose a remedy of their own. I have to thank honourable members most sincerely for the attention with which they have listened to me through the most unpleasant speech I ever made in my life. At the commencement of my Statement I promised that I should conclude by moving the adjournment of the House; and I now beg to make a motion to that effect.
