DESPATCHES FROM THE SECRETARY OF STATE TO THE GOVERNOR OF NEW ZEALAND.
In Compliance with an Address of the House of Representatives.
No. 1. Copy of a DESPATCH from the Eight Hon. the Earl of Carnarvon to Governor the Most Hon. the Marquis of Normanby. My Lord,-— Downing Street, 9th November, 1877. I have the honor to transmit to you, for communication to your Ministers, a copy of a letter from the Foreign Office, accompanied by a copy of a note from the Italian Ambassador in this country, complaining of the refusal of the local authorities in New Zealand to assist in the apprehension of deserters from Italian merchant vessels, in accordance with the terms of the Order in Council of the 11th of June, 1863. I regret to find that this Order in Council would appear not to have been communicated officially to the colonies, owing to its not having been brought under the notice of this office at the time it was passed. I now enclose a copy of the Order in Council for the information of your Government; and I should be glad if you would furnish me with a report upon the complaint made by the Italian Government. I am directed by the Earl of Derby to transmit to you a copy of a note from the Italian Ambassador at this Court, complaining of the refusal on the part of the authorities in New Zealand to assist in the apprehension of deserters from Italian merchant vessels, in accordance with the terms of; the Order in Council of the 11th June, 1863 (see London Gazette of the 12th June following), and I am to request you that you will move the Earl of Carnarvon to cause inquiry to bo instituted with respectto the circumstances set forth in Count Menabrea's note. M. la Eeine dv 11 Juin, 1863. II resulterait aussi de cc meme rapport Consulaire que le Gouvernement de I—A. 2.
