C—No. 3

COPY of LETTER from Superintendent, Canterbury, to the Colonial Secretaet. Superintendent's Office, Christchurch, Canterbury, Sir,— 15th November, 1864. I have the honor to transmit herewith copy of a Resolution passed by the Provincial Council of Canterbury at its last Session, with reference to the General Assembly empowering the Provincial Legislature to make laws for assessing and levying rates on lands held under Depasturing Licenses. In forwarding this Resolution, I beg leave to submit that I consider the subject of such importance that I trust another Session of the General Assembly will not pass over without an Act being passed granting the power referred to in the Resolution. I have, &c, The Honoi-ablc the Colonial Secretary. S. Bealev, Superintendent.

Enclosure. Provincial Council Chamber, 15th September, 1864. Resolved, That, in the opinion of this Council, the earliest possible opportunity should be taken of submitting to the General Assembly the necessity of empowering the Provincial Legislature to make laws for assessing and levying rates on lands held under Depasturing Licenses. Charles Bowen, Speaker.
