Sir, — I have the honor to inform you that I have appointed Francis Dillon Bell, Esq., M.G.A., to act as Arbitrator or behalf of the Province of Southland under the provisions of the " Otago and Southland Public Debt Apportionment Act, 186' i." Copies of the preceeding letters, viz:—Superintendent Dunedin to Colonial Secretary, dated 16th October, 1861; Colonial Secretary, Superintendent, Dunedin, dated 2nd November, 1861; Colonial Secretary to Superintendent, Southland, dated 2nd November, 1861; Superintendent, Southland, to Colonial Secretary, dated 22nd November, 1861; were transmitted to Messrs. Bell and Gillies in a letter dated 3rd January, 1862, but in consequence of the loss of the letter book in the wreck of the •' White Swan," a copy of that letter cannot be furnished. ,
