APPOINTMENTS OF MR. KENNAWAY AND MR. PERCEVAL AS AGENT-GENERAL, STOCK AGENTS, ETC., IN LONDON.

Presented to both Houses of the General Assembly by Command of His Excellency.

Mr. Kennaway's appointment as Agent-General. To Walter Kennaway, Esq., a Companion of the Most Distinguished Order of St. Michael and St. George, Secretary to the Department of the Agent-General for New Zealand in London : Greeting: Whereas by an Act of the General Assembly of New Zealand, intituled " The Public Revenues Act, 1891," it is enacted that the Governor of New Zealand in Council may from time to time appoint a fit person to be the Agent-General for New Zealand in the United Kingdom, who shall have full power to transact all business within the United Kingdom on behalf of the Colony of New Zealand, subject to such instructions as he may from time to time receive from the Governor in that behalf; and, by the same Act, it is further enacted that upon the death, incapacity, removal, or resignation of the Agent-General, the Commissioners of the New Zealand Public Account appointed under the said Act, or any two of them, shall forthwith appoint some fit and proper person to the office of AgentGeneral, who shall hold the same and may exercise the full power thereof until the Agent-General appointed by the Governor enters upon the duties of his office ; and whereas by another Act of the said General Assembly, intituled "The Interpretation Act, 1888," it is enacted that words in any Act of the said General Assembly authorising the appointment of any public officer or functionary, or any deputy, shall include the power of appointing another in his stead, in the discretion of the authority in whom the power of appointment is vested, and of appointing another in the place of any deceased, absent, or otherwise incapacitated holder of such appointment; and, by the same last-mentioned Act, it is also further enacted that power given to do any act or thing, or to make any appointment, may be exercised from time to time, as occasion may require, unless the nature o the words used or the thing itself shall indicate a contrary intention : And whereas the office of Agent-General is at present held by Sir Francis Dillon Bell, but the term of office of the said Sir Francis Dillon Bell is about to expire, and it is necessary to appoint a fit and proper person in his stead, until the Agent-General appointed by the Governor of New Zealand shall enter upon the duties of his office; and whereas we, the undersigned Sir Francis Dillon Bill and Sir Penrose Goodchild Julyan, are two Commissioners of the said New Zealand Public Account, duly appointed under the said Public Revenues Act: Now, therefore, we, the said Sir Francis Dillon Bell and Sir Penrose Goodchild Julyan, in consideration of the premises and in pursuance and exercise of the power and authority conferred upon us by the hereinbefore-recited Acts, and of all other powers and provisions in this behalf us enabling, do hereby appoint you, the said Walter Kennaway, to be the Agent-General for New Zealand in the United Kingdom, to have, hold, exercise, and enjoy such office of Agent-General, subject to the provisions of the said Public Revenues Act, until the Agent-General appointed by the said Governor shall enter upon the duties of the said office ; and we hereby declare that this appointment shall take effect on the first day of October, one thousand eight hundred and ninety-one; and we hereby require you to enter upon and discharge the duties of the said office in person, except only in case of sickness or other incapacity, or leave of absence first duly granted. Mr. Kennaway's appointment as a Trustee of the Sinking Fund of the Loan of 1863. Onslow, Governor. In pursuance and exercise of the power and authority conferred by " The New Zealand Loan Act, 1863," and of all other powers and authorities in anywise enabling me in this behalf, I, William Hillier, Earl of Onslow-, the Governor of the Colony of New Zealand, do hereby appoint Walter Kennaway, of Westminster Chambers, Victoria Street, Westminster, Esquire, and a Companion of the Most Distinguished Order of Saint Michael and Saint George, to be a person to receive and invest the interest and sinking fund mentioned in and referred to by section nine of the said Act. Given under the hand of His Excellency the Right Honourable William Hillier, Earl of Onslow, the Governor of the Colony of New Zealand, at the Government House, Wellington, this tenth day of September, one thousand eight, hundred and ninety-one. Mr. Kennaway's appointment as an Agent for Custody, &c, of Guaranteed Debentures. Onslow, Governor. Order in Council. At the Government House, at Wellington, this tenth day of September, 1891. Present: His Excellency the Governor in Council. In pursuance and exercise of all powers and authorities enabling him under " The Public Revenues Act, 1882," His Excellency the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, doth hereby appoint Walter Kennaway, of Westminster Chambers, Victoria Street, Westminster, Esquire, and a Companion of the Most Distinguished Order of Saint Michael and Saint George, to be an agent for the purposes of the sixteenth section of the said Act, to take, hold, and exercise the office of such Agent in conjunction with any other Agent or Agents appointed or acting under the said section, to have, exercise, and perform all the powers and authorities exercisable by such Agent or Agents. Mr. Kennaway's appointment as a Commissionee under the Public Revenues Act. Onslow. Governor. Obder in Council. At the Government House, at Wellington, this tenth day of September, 1891. Present: His Excellency the Governor in Council. Whebeas under the provisions of the fifty-fourth section of "The Public Revenues Act, 1878," there are now only two Commissioners in office—namely, Sir Penrose Goodchild Julyan and Sir Francis Dillon Bell, and it is expedient to appoint a third Commissioner : Now, therefore, His Excellency the Governor of the Colony of New Zealand, in pursuance and exercise of the power and authority vested in him by the said fifty-fourth section of " The Public Revenues Act, 1878," and by and with the advice and consent of the Executive Council of the said colony, doth hereby appoint Waeteb Kennaway, of Westminster Chambers, Victoria Street, Westminster, Esquire, and a Companion of the Most Distinguished Order of Saint Michael and Saint George, to be one of the persons who, together with the said Sir Penrose Goodchild Julyan and Sir Francis Dillon Bell, shall be the persons who, or any two of whom, shall have full power to do in Great Britain, on behalf of the Governor, and subject to such instructions as they may from time to time receive from the Governor, everything which the Governor is empowered to do under the fifty-second and fifty-third sections of the said Act. Whebeas under and by virtue of the powers conferred upon him by " The New Zealand Consolidated Stock Act 1877 Amendment Act, 1881," the Governor in Council, on or about the fifth day of November, one thousand eight hundred and eighty-one, appointed Sir Francis Dillon Bell, of No. 7, Westminster Chambers, Victoria Street, Westminster, a Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George, the Agent-General for the Colony of New Zealand, and Sir Penrose Goodchild Julyan, of London, a Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George, and a Companion of the Bath, to be Agents for the purposes of " The New Zealand Consolidated Stock Act, 1877 : " And whereas the said Agents still hold office as such Agents, but the said Sir Francis Dillon Bell intends to vacate his said office on the thirtieth day of September instant, and it is expedient to appoint an Agent to take his place:

Now, therefore, His Excellency the Governor of the Colony of New Zealand, in pursuance and exercise of the power and authority vested in him by " The New Zealand Consolidated Stock Act 1877 Amendment Act, 1881," and of every other power and authority in that behalf enabling him, and acting by and with the advice and consent of the Executive Council of the said colony, doth hereby appoint Walteb Kennaway, of Westminster Chambers, Victoria Street, Westminster aforesaid, Esquire, and a Companion of the Most Distinguished Order of Saint Michael and Saint George, to be an Agent for the purposes of " The New Zealand Consolidated Stock Act, 1877," and its amendments, to take, hold, and exercise the office of such Agent on and from the first day of October now next ensuing, and therein and thenceforth, and in conjunction with the said Sir Penrose Goodchild Julyan, to have, exercise, and perform all the powers and authorities vested in the said Agents by or under the hereinbefore in part recited Order in Council of the fifth day of November, one thousand eight hundred and eighty-one. Mr. Perceval's appointment as Agent-General. Onslow, Governor. To Westby Brook Peeceval, of Christchurch, in the Colony of New Zealand, Esquire: Greeting. Whebeas by the fifty-eighth section of "The Public Revenues Act, 1891," it is enacted that the Governor in Council may from time to time appoint, and may in like manner remove and may reappoint, a fit person to be the Agent-General for New Zealand in the United Kingdom, who shall have full power to transact all business within the United Kingdom on behalf of the Colony of New Zealand, subject to such instructions as he may from time to time receive from the Governor in that behalf : And whereas the office of Agent-General is at present held by Sir Francis Dillon Bell, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, and Companion of the Most Honourable Order of the Bath, who purposes shortly to vacate such office, and it is expedient to appoint a successor in the manner hereinafter provided : Now, therefore, I, William Hillier, Earl of Onslow, the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, and in pursuance and exercise of the power and authority conferred upon me by the hereinbefore recited section of the said Act, do hereby appoint you the said Westby Brook Perceval to be the Agent-General for New Zealand in the United Kingdom, to have, hold, exercise, and enjoy the said office during pleasure, but subject, however, to the provisions of the said Act and the terms of this present instrument of appointment : And I do declare that not later than one week after your arrival in London, in the United Kingdom, you shall give notice in writing to the person then holding the office of Agent-General under the said Act, that you are prepared to enter

upon the duties of the said office; and in case there shall be no such person then holding the said office, then you shall enter upon the duties thereof as soon as conveniently may be after your arrival as aforesaid, and in either of such cases this appointment shall take effect accordingly. And I do also require you to enter upon and discharge the duties of the said office in person, except only in case of sickness or other incapacity, and leave of absence first duly granted. In pursuance and exercise of the power and authority vested in him by the fifty-seventh section of " The Public Revenues Act, 1891," His Excellency William Hillier, Earl of Onslow, the Governor of the Colony of New Zealand, by and with the advice and consent of the Executive Council of the said colony, doth hereby appoint Westby Brook Perceval, of Westminster Chambers, Victoria Street, Westminster, in England, Esquire, the Agent-General of the said colony there, to be a Commissioner under the said Act, and who, together with Sir Penrose Goodchild Julyan and Walter Kennaway, Esquire, the other two Commissioners now in office under the said Act, shall have full power, as and in manner provided by the said Act, to do in Great Britain on behalf of the Governor everything which the Governor is empowered to do under the fifty-fifth and fifty-sixth sections of the said Act. In pursuance of the requirements of "The New Zealand Consolidated Stock Act, 1877," His Excellency William Hillier, Earl of Onslow, the Governor of the Colony of New Zealand, and by and with the advice and consent of the Executive Council of the said colony, doth hereby notify to the Bank of England that, by an instrument this day made and issued by the Governor in Council, a copy whereof is hereunto annexed, Sir Penrose Goodchild Julyan and Westby Brook Perceval, in the said instrument respectively described, were appointed to be Agents for the purposes. of the hereinbefore-mentioned Act, as and in manner more particularly set forth in the said instrument.
