No. 1. Copy of a Letter from Mr. W. Gisboene to Dr. Knight. (No. 143.) Colonial Secretary's Office, Sic,— Wellington, 26th February, 1860. I am directed by Mr. Stafford to transmit to you the enclosed Joint Commission under " The C. Hcaphy, Loan Allocation Act, 1865," which has been executed in favor of yourself and the other gentlemen '• Woodward, named in the margin, and appointing you to be President of such Commission. Thomson. The Commission will be published in the New Zealand Gazette, and I have to request you to be good enough to intimate to the above-mentioned gentlemen the time and place of meeting of the Commissioners. To ALL TO WIIOM TIIESE PRESENTS SHALL COME, GREETING: Whereas by " The New Zealand Loan Act, 1863," and " The Debentures Act, 1864," several sums of money have been authorized to be raised, and have been raised upon security of the revenue of the Colony, and under authority of the same Acts, and of " The Loan Appropriation Act, 1863," several sums, part of the sums so raised as aforesaid, have been expended within several of the Provinces of New Zealand for the following objects, that is to say:—For the cost of surveys, public works, and other expenses incidental to the location of settlers ; the introduction into the Northern Island of New Zealand of settlers from Australia, Great Britain and elsewhere; compensation in respect of land taken under " The New Zealand Settlement Act, 1863, ;" and generally for the formation and colonization of settlements under the said last recited Act; all which expenditure has been incurred for the permanent advantage of the respective Provinces, in or on account whereof such expenditure has been made. And whereas the sums so expended for the permanent advantage of the said Provinces respectively, with interest after the rate of six pounds (£6) per centum per annum, computed from and after the end of each quarter for such expenditure as had been made during such quarter, up to the thirtieth day of June, one thousand eight hundred and sixty-five, are in amount as follows: £ s. d. In the Province of Auckland 186,707 16 8 In the Province of Wellington 14,841 8 10 In the Province of Hawke's Bay 2,727 16 11 In the Province of Taranaki 39,979 ll 3 And whereas it is intended that the sums so expended shall be charged upon the revenues of the said Provinces respectively: And whereas by " The Loan Allocation Act, 1865," it is, amongst other things, enacted that the several Provinces above named shall bo charged, from and after the first day of July, one thousand eight hundred and sixty-five, with interest computed at six pounds (£6) per centum per annum, and a sinking fund of two pounds (£2) per centum per annum on the amounts as above stated against them respectively: Provided that the amount charged against any Province under this Act shall be subject to reduction or increase by Act of the General Assembly, after inquiry by a Commission to be appointed by the Governor to ascertain and report to him on or before such day as he shall in the Commission appoint, as to the amount fairly chargeable against each Province for the permanent advantage thereof, and such reduced or increased amount shall be the sum chargeable against such Province, instead of the amount hereinbefore charged against each such Province: Now therefore, I, Sir George Grey, the Governor as aforesaid of the Colony of New Zealand, in pursuance and exercise of the power in me vested for this purpose, do hereby appoint Charles Knight, of Wellington, ' Jonas Woodward, of Wellington, Charles Heapht, of Auckland, and AVilliam Thomson, of Canterbury, Esquires, to be Commissioners under the provisions of the said " Loan Allocation Act, 1865," to ascertain and report to the Governor of New Zealand, on or before the first day of June, 1866, as to the amount expended out of the sums so raised as aforesaid for the permanent advantage of each of the said Provinces, and fairly chargeable against the same ; and I do nominate and appoint the said Charles Knight to be the Chief Commissioner and President of such Commission. Given under the hand of His Excellency Sir George Grey, Knight Commander of the Most Honorable Order of the Bath, Governor and Commander-in-Chief in and over Her Majesty's Colony of New Zealand and its Dependencies, at the Government House, at Wellington, and issued under the seal of the said Colony, this eighth day of February, in the year of our Lord one thousand eight hundred and sixty-six. No. 2. Copy of a Letter from Dr. Knight to Mr. "VV. Gjsboexe. Sib,— Wellington, sth March, 1866. I have the honor to forward, for the information of the Colonial Secretary, the copy of a resolution of the Loan Allocation Commission, suggesting that they might conveniently extend their Eeport to a later period than the 30th June, ISGG. I have, &c, Charles Knight, TV. Gisborne, Esq., Under Secretary. President. Enclosure in No. 2. Resolved, — That, whereas on examination of the Loan Allocation Act, and of the Commission issued thereon, the Commissioners are of opinion that their powers extend to the investigation of the accounts as at the 30th Juuo last, but not to any later date; and as a lteport on such investigation only must be manifestly most imperfect, the President be requested to ascertain from the Colonial Secretary whether the Government desires a Supplementary Bejjort, bringing the accounts down to the latest dates. I Lave the honor to acknowledge the receipt of your letter quoted in the margin, and in reply am directed by Mr. Stafford to state that it is most desirable that the Commission should extend their investigation, and report thereon, to the latest date to which the accounts will enable them to do so. 1. That the sum of £18,000 for the Tuakau Block be charged against the Province of Auckland, unless the Province shall surrender the grant of that land, and such surrender be accepted "by the General Government; so that the land may be again open for sale or other arrangements between the General Government and the Province, in which case the said sum of £18,000, with interest thereon, shall be deducted from the amount now charged. 2. That in the event of the homestead purchased from G. Thompson being transferred to the Province of Auckland, the sum of £177, with interest thereon from the month of August, 18(54, be charged against the Province. 3. That the cost of buildings constructed for military purposes—including hospitals,—also the cost of the Engineer's offices and shops at Xgaruawahia, the coal-mines on the Waikato, and the station at the Waikato Heads ? together with the stores and plant at the above places, be excluded from the sum charged against the Province of Auckland ; the whole of such buildings, plant, Ac, together with the land necessary for the uses of the several buildings remaining the property of the General Government. 4. That out of the disbursements finally brought to account by the Colonial Treasurer up to the 30th of June, 1865, the amount fairly chargeable against the Province of Auckland (including the price of the Tuakau Block), and interest to the above date, is £180,442 10s., less the sum of £8068 10s. lid., (being the receipts arising from the disposal of confiscated lands in the Province up to the 30th June, 1865,) and subject to the terms of theßesolution relative to the purchase of the Tuakau Block, and also to the Resolution relative to the purchase of Thompson's homestead. 5. That inasmuch as the final accounts of the Emigration Commissioners in England are not now before the Commission, the report for the period since the 30th of June, 18G5, be not made until such accounts are obtained. . In accordance with instructions, dated Bth February, 1866, we have the honor to report, for the information of His Excellency the Governor, that the Commission, after careful inquiry, has resolved — 1. With reference to the item charged against the Province of Taranaki, under the head of Surveys, that the sum so charged should be excluded if the confiscated lands are not handed over to the Province. 2. That out of the Disbursements finally brought to account by the Colonial Treasurer up to the 30th June, 1865, the amount fairly chargeable against the Province of Taranaki, including the sum of £1059 12s. 7d., on account of surveys and interest to the 30th June, 1865, is £24,264 125., subject to the terms of the resolution relative to surveys. 3. That in addition to the sum of £24,264 125., chargeable against the Province of Taranaki, there be also charged a sum of £1100 for public works at the Oakura River, provided that the sum of £650 be expended by the General Government in completion of the works that have been begun at that place. 4. That in reference to the period subsequent to the 30th of June, 1865, there be charged against the Province of Taranaki, in addition to the above sum of £24,264 125., the sum of £9617 19s. 9d., such sum including the sum of £7402 6s. for surveys and interest thereon, subject as before, to the terms of the resolution relative to surveys. , "VVe have, &c., Charles Knight, J. Woodward, The Hon. Colonial Secretary, &c, Wellington. Thomas Kelly. No. 8. Copy of a Report by the Allocation Commissioners. Sin— Xapier, Hawke's Bay, 12th June, 1866. In accordance with the instructions dated Bth February, 1866, we have the honor to report for the information of His Excellency the Governor, that the Commission, after careful inquiry, has lesolved— 1. That the sum of £419 10s., the cost of survey of land at Puketitiri, belonging to the Provincial Government of Hawke's Bay, ought not at present to be charged against that Province; but that when the land is sold, the above sum or such part of it as may be considered fair and reasonable, be refunded out of the Provincial Treasury. 2. That out of the disbursements finally brought to account by the Colonial Treasurer, up to the 30th of June, 1865, the amount fairly chargeable against the Province of Hawke's Bay, including interest to the above date, is £3730 lls. lOd. 3. In reference to the period subsequent to the 30th June, 1865, the amount fairly chargeable against the Province of Hawke's Bay, including interest to the 30th June, 1866, is £631 Is. 2d.

i. Whereas the Commission has in all cases charged the cost of bringing Military Settlers into the country to the different Provinces to which they were at firsi attached : but that it being brought to the notice of the Commission that the final settlement of these settlors has not yet been determined iv all cases, the Commission is of opinion in the event of such changes, the cost of introduction of such settlers should be eventually debited to the account of that Province in which they are eventually located, and credited to the Province against which they are now charged.
