Copyright) (Received July 13, 12.15 p.m.) LONDON, July 12 A £200,000,000 reconstruction plan for the County of London, spread over ten years, with an immediate expenditure of over £25,000,000 in the next four years, is expected to be passed by the London County Council on Tuesday. The four-year plan would concentrate on providing first, six miles of new roads, entailing tunnels under Hyde Park and the Thames; secondly, the re-development of certain areas, particularly 1500 acres in Stepney and Poplar, and the reconstruction of the south bank of the Thames between Westminster and Waterloo Bridges; thirdly, the acquisition of open spaces, involving purchase of about 3000 acres. The main plan visualises a large proportion of flats of eight to ten storeys in the inner density zones.
