CONGESTION OF TRAFFIC IMPROVEMENTS SUGGESTED “In the larger towns traffic became congested at the boundaries where it was halted and made excellent targets for machine-gunning,” said Mr G. Smith, No. 1 zone controller of the E.P.S. district, in a report on recent trials submitted to the Waikato County Council at its meeting yesterday. Mr Smith’s report, which covered almost all aspects of the trials, criticised the organisation in detail and included the following recommendations:—lmprovement in system of warning signals in built-up areas; instruction to all units as to responsibility for service and duties required of each member; improved arrangements in transport and communications—less reliance to be placed on telephones in larger towns; better organisation of area and zone headquarters; intermittent dispersal of traffic instead of creating congestion; more frequent trials so as to better the organisation and stimulate interest; written reports from all district wardens after trials.
