Copyrlg-nt) (Received Dec. 9, 11.30 a.m.) TOKIO, Dec. 8 The Domei Agency broadcast an Imperial rescript, in which the Emperor declared war on Britain and the United States and called on “the hallowed spirits of our Imperial ancestors and the loyalty and courage of his subjects to achieve victory.” He added that Japan had waited patiently, hoping that the situation might be saved, but Britain and America left no other recourse but an appeal to the armies.
