FOREIGN POLICY EXPLAINED (United Press Assn.—Elec. Tel. Copyright) (Received July 23, 1 p.m.) TOKIO, July 22 .The Information Board spokesman said the Foreign Minister, Admiral Toyoda, on Saturday night saw the German Ambassador and the Italian Ambassador and clearly explained Japan’s foreign policy, saying: “We will continue to uphold the spirit and aim of the tripartite pact.”
