HUNGARY AND RUMANIA NEGOTIATIONS BROKEN OFF (United Press Asn.—Elec. Tel. Copyright) LONDON, Oct 13 The negotiations between Hungary and Rumqpia concerning the implementation of the Vienna award have been broken off. Both countries have appealed to Italy and Germany to arbitrate, each blaming the other for not carrying out its promises and persecuting minorities.
