Copyright) LONDON, July 4 A message from Bucharest says the German Minister to Rumania has returned from Berlin with instructions to notify the Rumanian Government that Germany for the present is not able to offer Rumania either a treaty of alliance or military assistance. A message from Bucharest states that police and soldiers are patrolling in armoured cars and lorries, and the military commander has taken precautions against invasion. Citizens of Bucharest have been warned to report any landings by parachutists. Drastic measures against spies have been taken. They provide for imprisonment for 20 years for not reporting statements against the Rumanian State. Cameras have been banned and mobilisation continues. King Carol Active King Carol is interviewing proGerman leaders, several of whom formerly attacked Madame Lupescu’s influence over him. The Bucharast correspondent of the Associated Press of Great Britain states that the anti-Jewish disorders are hindering King Carol’s endeavours to save his kingdom. Iron Guard (Nazi) extremists are reported to have inspired riots, against which the Government is apparently making little headway, in spite of police reinforcements. The Berlin news agency said that King Carol had urgently appealed to Mussolini. The German Minister, Herr Fabricus, had a long audience with King Carol. It was later stated officially in Bucharest that no demarche had been sent to Mussolini. l
