Copyright) LONDON, July 1 The American liner President Coolidge, which returned to Hongkong after being 100 miles out to sea, under instructions from Washington, has sailed for Manila. A special Imperial Airways aeroplane is evacuating the families of Imperial Airways employees. Officials of leading British shipping companies are sending their families to Singapore. The Shanghai Municipal Council has announced that it is turning over to the special municipality government, under the Japanese-appointed Mayor Fu Hsiao-en, all the Chinese land records, which the pre-war Shanghai Government entrusted to the council for safe keeping when it left Shanghai. The American authorities did not participate in the negotiations, which represent another retreat before the demands of Nanking. The possession of the land records will permit the Fu Hsiao-en Government to identify landowners for purposes of taxation.
