Copyrlgnt) (Received April 8, 3.15 p.m.) LONDON, April 7 The population of England and Wales in the middle of last year was 41,215,000. Births last year were 621,204. The birth-rate per thousand persons living was 15.1, which was .2 over 1938. The death-rate, 11.6, was the lowest recorded except in 1930. The infant mortality was 53 per thousand live births, four per thousand below the previous lowest rate. Maternal mortality declined for the fourth year in succession, with a new low level of 2.62 per 1000 births. The whooping-cough death-rate per millir/’- children under 15 years of age reached a low record of 126.
