In the forefront of our policy must be the avoidance of all commitments or courses of action that might involve us and other peoples in wars.

“We must not only reaffirm but with adequate defensive forces and mutually productive treaty relations with the other American States implement the Monroe Doctrine as the permanently central feature of our defensive policy.”
