POLICY OF UNITED STATES MONROE DOCTRINE AFFIRMED FEATURE OF DEFENSIVE PLANS (United press Assu—Her. Tel Copyright) (Received Feb. 19, 3 p.m.) WASHINGTON, Feb. 18 The Republican Programme Committee’s report, prepared in connection with the Presidential campaign, states: The United States' foreign policy must be determined by realistic considerations. “We must not allow emotions to unfit us for rational analysis of what will best safeguard the national interests. In the forefront of our policy must be the avoidance of all commitments or courses of action that might involve us and other peoples in wars.
“We must not only reaffirm but with adequate defensive forces and mutually productive treaty relations with the other American States implement the Monroe Doctrine as the permanently central feature of our defensive policy.”
