It provides for new ships costing 1,300,000,000 dollars, and increases the naval strength to a maximum of 6000 machines. The new combatant vessels include only aircraft carriers, cruisers, destroyers and submarines. The eight battleships under construction are deemed sufficient for the present. The ships include three aircraft carriers, eight cruisers, 52 destroyers and 32 submarines. The programme might be completed in between three and four years. President Roosevelt is supporting it.
