Copyright) (Received Nov. 4, 3.15 p.m.) WASHINGTON, Nov. 3 The German Government has notified the United States that the naval authorities have been instructed to assure the safety of the crew of the City of Flint. Mr Cordell Hull, in a statement, said that the Pan-American safety zone patrol was solely to secure the fullest information. The activities in the restricted area did not involve the “ exercise of force on the part of any American republic.” BAD WEATHER MET LEGAL ASPECT CONSIDERED (United Press ..ssn.—Elec. Tel. Copyright) LONDON, Nov. 3 The captured American steamer City of Flint is meeting with high seas ‘and fog in the Skagerrak, which are adding to the vessel’s difficulties, states the latest report. A message from Washington says the United States Attorney-General, Mr Frank Murphy, said the Department of Justice was studying the legal aspect of the City of Flint case to permit the vigorous presentation of American rights in the matter if necessary.
