BREAKDOWN OF CONSTITUTION RESIGNATION OF GOVERNMENTS (United Press Assn.—Elec. Tel. Copyright) LONDON, Nov. 2 The Marquess of Zetland, in the House of Commons, replying to the debate on India, said the resignation of the four provincial Governments and the impending resignations of a fifth means that the British Government will be obliged to proclaim the breakdown of the Constitution as fat as the provinces were concerned and take over the administration of it. Lord Zetland emphasised that Britain’s Indian policy was unchanged.
