Copyright) PANAMA CITY, Sept. 24 Members of several delegations attending the Pan-American Conference suggested that the territorial waters of the American Republics be extended. They only differed over the width of the proposed “ primary defence band.” It is reliably stated that opinion is crystallising in favour of the 300 miles proposal reported yesterday. It has not been registered formally, pending the plenary session of the conference to-morrow. It may then be advanced jointly by the majority of the delegations It is explained that the proposal does not envisage an extension of peacetime jurisdiction, but the creation of an area in which belligerent fctts will be banned.
