CHARGE BY GERMANY

INSTIGATED BY ALLIES GREAT EXCITEMENT IN ITALY (United Press Assn.—Elec. TeL Copyright) LONDON, Sept. 22 The Berlin radio asserts that the murder of M. Calinescu could only have been instigated by France, Britain or Poland, since these countries were dissatisfied with M. Calinescu’s stand for neutrality. M. Dimistrescu, the Nazis say, may be the man bribed by the British. The Rome correspondent of the New York Times says the assassination of M. Calinescu caused great excitement. The Italians are keenly concerned about Rumania. It was expected the Germans would make a move from the outside, but obviously th© same results could be obtained from an internal overthrow. Italians are even more worried over the possibility of Russia’s taking the Rumanian province of Bessarabia, but the most reliable information is the Soviet does not plan to take action in the present circumstances. BUDAPEST, Sept. 2i The police arrested German residents in the Bukovina Province, on a charge of plotting to join Germany if Nazi troops reached the Rumanian frontier. The plot miscarried owing to the arrival of Russians instead of German forces. AMERICA'S SYMPATHY MESSAGE TO RUMANIA (United Press Assn.—Elec. Tel. Copyright) (Received Sept. 23, 11 a.m.) NEW YORK, Sept. 22 Mr Cordell Hull sent a message of condolence to the Rumanian Foreign Minister, expressing the deepest sympathy in the death of M. Calinescu.
