WARTIME REGULATIONS SCOPE OF PROHIBITION (By Telegraph.—Special to Times) WELLINGTON, Thursday An explanation of the provisions of the enemy trading emergency regulations, for the benefit of the business community and the public generally, is contained in a notice issued by the Department of Industries and Commerce. The term “enemy” is held to include Governmental agencies in enemy territory, any person or business resident or established in enemy territory, and any person, firm or company declared by the Ministry of Industries and Commerce to be an enemy trader. It does not, however, include persons only because they are national of an enemy country. “Enemy territory” includes any territory in the occupation of the enemy’s armed forces. Traders and others persons are particularly warned not to pay, compromise or give security for the payment of any debt or other money with or for the benefit of an enemy, not to act on behalf of an enemy in dealing in any way with any negotiable instrument, and not to enter into any new transaction, or complete any existing transaction of a commercial nature, with or for the benefit of an enemy. The same conditions apply to insurance policies or contracts, and to trading in goods with an enemy. Cases for Exception Delivery of goods shipped from an enemy country before the regulations came into force may be permitted, but this does not authorise any payment of money or* any dealing contrary to the regulations. Payments by or on account of enemies to persons resident in New Zealand may be permitted where the transaction was entered into before the outbreak of war, or otherwise with the consent of the Minister of Industries and Commerce. Correspondence with enemies on business matters will be approved in certain cases, and in exceptional cases the Minister may grant licenses tq engage in transactions otherwise prohibited.
