WASHINGTON, Sept. 1-9 V Although President Roosevelt indicated again today that he hopes the United States will avoid war, Navy, War and State Department officials # disclosed that detailed plans for a vast war effort are being made ready for presentation to Congress if and when required. The programme contemplates the immediate allocation of two billion dollars for the expansion of the land and sea forces and twenty billion dollars for the war budget.

The State Department is negotiating with the Government of Columbia for the elimination of 20 German pilots from *the German financed GermanColombian Air Transport Company, operating near the Panama Canal. The company has four Junkers bombers which are not used commercially. It is estimated that 100 German pilots are flying for commercial air services in South America. Eight Nazi, diplomats have arrived at Panama City to "observe developments” at the Pan-American neutrality conference on Saturday. The German Legation is circulating anti-British propaganda to the Panama press. Avoidance of Dangers The conference hopes to work out an agreement to avoid three possible dangers. One is tbe establishment of a German submarine base. The second is a revolution in any repubiio where pro-German sentiment is so great that the couqtry might become a German satellite, and the third is the prevention of autonomous separatist movements, ostensibly American, but of a German nature.
The President of Mexico, General Cardenas, has issued a declaration of neutrality.
