Copyright) (Received July 1, 11.30 a.m.) ROME, June 30 Signor Gayda says that Viscount Halifax’s speech has delivered the death blow to hopes of a peace-fully-negotiated solution of vital European problems. He bitterly assails British and French encirclement, which he says Germany and Italy are ready to face with calm, firm resolution.
