NEW CONDITIONS ISSUED Lord Clarendon, the. new Lord Chamberlain, will issue next month regulations designed to stop impoverished women of title sponsoring debutantes at Court in return for money, writes a Daily Express reporter on August 25. These new conditions have been drafted to meet the King's instruction that exploitation of royalty for private ends must cease. All people undertaking presentations, it is proposed, will have to satisfy the Lord Chamberlain that they are receiving no money, jewellery or other gifts in return. An undertaking to this effect will be required in writing on a special form. '
