CONCESSIONS TO GERMANY ACTION BY LITHUANIA WITHDRAWAL OF POLICE (United Press Assn.—Elec. Tel. Copyright) (Received Dec. 31, 3.15 p.m.) WARSAW, Dec. 30 The Lithuanian Government has ordered the withdrawal of the Lithuanian State police from Memel, where the local authorities in future will have first preference for employment in the post office, railways and customs. Those dismissed from these services must be reinstated. The instructions are regarded as an important further concession to the German demands for Memel autonomy.
